Les avancées spectaculaires de l’intelligence artificielle (IA) offrent des opportunités sans précédent dans de nombreux domaines, tels que la médecine, l'éducation, l'industrie et les services. Dans le contexte de l’aide au développement, l’IA pourrait avoir le potentiel d’accélérer l’atteinte des Objectifs de développement durable (ODD) dans l’ensemble des secteurs d’intervention du groupe AFD.

A l’occasion de la Journée européenne de la protection des données, le groupe AFD organise une conférence sur la thématique « Intelligence artificielle, régulation et droits humains: réflexions croisées » autour des enjeux de maîtrise et de régulation de l’IA au service des droits humains.

Le groupe AFD travaille actuellement sur un cadre stratégique en matière d’intelligence artificielle devant aboutir à un positionnement en la matière dans le paysage évolutif de l’IA, avec un accent particulier sur la promotion du développement durable et de l’accessibilité de ces technologies pour les pays en développement de manière régulée et maîtrisée. Le groupe AFD s’attache également à promouvoir et protéger les droits humains dans ses politiques opérationnelles, notamment à travers sa stratégie « 100 % lien social », ses engagements en matière d’égalité femmes-hommes ou encore au travers de son action pour contribuer à la transition politique et citoyenne.

La régulation et la maîtrise de l’IA constituent de fait un enjeu crucial, dans la mesure où son déploiement dans nos sociétés s’accompagne de nombreuses préoccupations au regard des droits humains. Si l’IA peut favoriser de meilleures conditions de vie, elle pose néanmoins de nombreux défis au regard des droits humains, à l’instar du droit à la protection des données personnelles et de la vie privée, la liberté d’opinion ou encore l’accès à un traitement égalitaire et non discriminant. L’IA représente également un défi majeur au regard des possibilités de manipulation des opinions dans les processus démocratiques.

La conférence abordera, à travers des cas d’usages concrets, les problématiques de biais et de transparence, de réutilisation des données pour l’entraînement de l’IA, la possibilité de déployer de l’IA selon le modèle des communs numériques ou encore les enjeux d’acceptabilité, de compréhension et de maîtrise de l’IA par les gouvernements et la société civile. Les intervenants présenteront également les différentes approches de régulation de l’intelligence artificielle dans le contexte européen et africain ainsi que les pistes d’orientations stratégiques en matière d’IA pour le groupe AFD.

L’inscription à la conférence est gratuite mais obligatoire avec une ouverture des portes à partir de 13h30. La conférence se tiendra en français et anglais avec un interprétariat en direct, en présentiel et en ligne, et sera suivie d’un cocktail de clôture et d’échanges avec les intervenants et organisateurs.

Artificial intelligence, regulation and human rights: cross-reflections

The dramatic advances in artificial intelligence (AI) offer unprecedented opportunities in many fields, such as medicine, education, industry and services. In the context of development assistance, AI could have the potential to accelerate achieving the Sustainable Development Goals (SDGs) across all AFD Group sectors.

On the occasion of the European Data Protection Day, the AFD group is organizing a conference on the theme «Artificial intelligence, regulation and human rights: cross-reflections» around the reflections and the challenges of controlling and regulating AI to ensure the respect of human rights.

This is why the AFD Group is currently working on a strategic framework for artificial intelligence, which should lead to a positioning in the evolving AI landscape, with a particular focus on promoting sustainable development and the accessibility of these technologies to developing countries in a regulated and controlled manner.

AFD is committed to promoting and protecting human rights in its operational policies, notably through its “100% social link” strategy, its commitments to gender equality between women and men and through its action to contribute to the political and citizen transition.

The regulation and control of AI is a crucial issue, since its deployment in our societies is accompanied by many concerns regarding human rights. While AI can promote better living conditions, it at the same time poses many human rights challenges, such as the right to the protection of personal data and privacy, freedom of opinion or access to equal and non-discriminatory treatment. AI also represents a major challenge with regard to the possibility of opinion manipulation in democratic processes.

The conference will address, through concrete use cases, the issues of bias and transparency, the reuse of data for AI training, the possibility of deploying AI according to the model of digital commons as well as the issues of acceptability and AI literacy of governments and civil society. The speakers will present different approaches to regulate AI in the European and African context as well as the ongoing reflections regarding a strategic IA framework for the AFD.

Registration for the conference is free of charge and mandatory, doors will open from 13:30. The conference will be held in French and English with live interpretation, on-site and on-line, and will be followed by a closing cocktail and discussions with speakers and organizers.
