California’s Climate Corporate Data Accountability Act (SB 253) represents a significant shift in U.S. greenhouse gas (GHG) emissions reporting. Starting in 2026, public and private companies with annual revenues of $1 billion or more will be required to disclose and verify Scope 1 and Scope 2 emissions, with Scope 3 disclosures following in 2027.

David is a sustainability expert with over 15 years of experience helping organizations worldwide—from start-ups to Fortune 500 companies—achieve their sustainability goals. He specializes in greenhouse gas (GHG) accounting and verification, supporting efforts to measure, track, and reduce carbon footprints. Passionate about transparency and accountability in combating climate change, David also led the development of the BIFMA e3 Sustainability Standard as Chair of its committee for seven years. He holds a B.S. in Chemical Engineering from Michigan Technological University and an M.B.A. from Grand Valley State University.
Barnaby leads policy and strategy at Watershed, specializing in corporate climate disclosure and emissions measurement. Barnaby’s career has spanned policy, finance, and technology: he has worked both in the public sector, writing business and environmental policy for the UK Government and the Labour Party, as well as the private sector, having worked in investment banking at Citigroup and other financial firms. He holds two degrees from Merton College, Oxford, and the Harvard Kennedy School.
