About this event
Join Innovate UK and delve into the transformative potential of the Whole Life Carbon Assessment (WLCA) to encourage circularity in construction. This session will explore how standards and regulations can encourage innovation and circularity in construction with a focus on the RICS WLCA standard. We will explore how these standards could be further developed to push the envelope to achieve step changes in embedding circularity in the design and development of the built environment.
Understand more about the RICS WLCA Standard.
Learn about case studies of the reuse of steel in construction and how this fits within current LCA approaches.
Discuss opportunities to rethink LCA approaches to revalue embodied carbon and encourage circular economy.

I am in the Materials and Manufacturing team at Innovate UK Business Connect focussing on facilitating innovation towards resource and energy efficiency. I support the Transforming Foundation Industries Challenge and other projects including AI applications in the materials value chain. My background is in materials and mechanical engineering. I completed an engineering doctorate with an Imperial College spin-out company looking into smart coating materials and measurement. Since, I've worked in technical management roles to drive the development of the technology for commercial applications and then in quality assurance for a global aerospace manufacturer.
Originally a Chartered Engineer and Main Contractor, I have also held Project Management positions and, since 2016, was in a Client role for Grosvenor. At the end of 2023, I left full-time employment to start my own business—Propetual—helping developments be more sustainable and resource-efficient, focusing on tech, innovation, and the circular economy. I’m keen to use my industry experience to change how we design and construct buildings, ensuring they are optimally designed for their entire life. A clear ambition from the outset is essential for project teams to buy into the vision and overcome challenges together.
Dr Lucy Smith is Commercial Director of the Materials Processing Institute (MPI), a Research Technology Organisation specialising in innovation scale-up across the metals, cements, and critical minerals sectors. Lucy is responsible for growing all aspects of MPIs commercial portfolio through the development of opportunities using MPIs existing capabilities. Lucy is also Co-Founder and Director of Foundation Industires Ventures (FIVe). FIVe is an incubator and accelerator, embedded in the sustainable materials innovation eco-system, to support all stakeholders across the Foundation Industries to accelerate innovation to commercialisation.
Eoin Bailey is UK Innovation Manager and specialist in circular economy strategy at CELSA UK, a steel manufacturing business that transforms over 1m tonnes of UK scrap into valued construction and engineering products for the UK economy. With a passion for sustainable development and over 25 years of automotive and aerospace industry experience, he joined CELSA Group in 2018 to support their strategic vision of circularity and net positive innovation.
I have worked in the construction industry for over 20 years, and my professional journey started as an Architect. As I progressed in my career, I transferred my skill set to Quantity Surveying, which led me to where I am today. I have worked for private practices and large corporate clients, including Tesco's CBRE-Microsoft, Goldman Sachs, Whitbread Group, and Ocado Technology. Throughout this journey, I have acknowledged that clients' needs and requirements have evolved in our moving environment. What is more prevalent now is how we look into the future of surveying and its impacts socially and environmentally.
