Circular Economy and Resource Management in Site Restoration and Development

About this event

The UK Government’s 2025 consultation on Landfill Tax reform marks a significant shift in waste policy, particularly for developers delivering brownfield land schemes. It is intended to reduce the amount of waste to landfill and prompt circular economy principles, eliminate mis-description of waste and tackle waste crime.

However, the industry is warning that it will instead increase costs, complicate the supply chain and result in more barriers to the effective management and reuse of waste. This will make brownfield site development unviable and negatively impact delivery of the 1.5 million homes target.

This online event, by Environment Analyst's Brownfield & Regeneration Network, will bring together a panel of speakers working in brownfield site remediation, restoration and development to discuss the challenges facing the sector with regards to the removal and reuse of waste.

We will explore how to overcome barriers and find solutions to embrace a circular economy approach and achieve waste minimisation, resource efficiency and more sustainable outcomes.

    Darren Watson Principal Environmental Analyst, Insights Team @ The Office for Environmental Protection

    Darren is a chartered environmentalist with over 25 years’ experience in environment and public health. He holds master’s degrees in environmental science and contaminated land management. Prior to the OEP, he worked on environmental management in construction projects and gas and electricity infrastructure with National Grid where he also led the development of the company’s climate adaptation reports for Defra. At Severn Trent Water, he worked on the public health response to water quality incidents and led two river restoration partnerships within the national Catchment Based Approach scheme. In local government, he led the implementation of Coventry Council’s contaminated land strategy after previously working at a consultancy. He currently sits on the CIWEM contaminated land panel. At the OEP, he leads on waste, resources and circular economy.

    Samuel Coussy Project Manager for Contaminated Sites and Soils @ BRGM

    Samuel has 15 years of experience in contaminated sites and soils, and in mine reclamation. He is an expert in excavated soil management, including soil construction and brownfield remediation, as well as in the stabilization of contaminated soils. Samuel supports the French Ministry of Environment for the implementation of regulations dedicated to the reuse of excavated soils, and is the Coordinator of French National projects on the reuse of excavated soils. Samuel is also a scientific expert at national and international levels: he is a member of the standardization comities CEN TC 444 (Environmental characterization of solid matrices) and ISO TC 190 (Soil quality).

Andy has an extensive career in the UK Organics, Alternative Fuels and Recycling Sectors and holds Non-Executive roles for the Gavin Griffiths Group, Eco Sustainable Solutions and the Stove Industry Association.

    Richard has over eighteen years’ experience in the industry and is a Chartered Environmentalist and Qualified Person under the CL:AIRE Definition of Waste: Code of Practice. He is a specialist in materials reuse and waste permitting as well as contaminated land issues. Richard also sits on the Society Environment Soil and Stones Executive Team.

    Professor Mark Fitzsimons is a leading environmental chemist at the University of Plymouth, passionate about uncovering how nutrients and pollutants move through our oceans, soils, and atmosphere. His research focuses on the nutrients nitrogen and phosphorus, developing cutting-edge techniques to track these vital elements and their impact on ecosystems. Mark has worked on the potential of manufactured soils for 15 years and led major initiatives such as FABSOIL and ReCon Soil, which transform local waste materials into sustainable soils for agriculture and habitat restoration. He collaborates widely with UK and EU partners on projects addressing nutrient cycling, soil health, and the environmental fate of pharmaceuticals, helping shape solutions to global environmental challenges. A Fellow of the Royal Society of Chemistry, Mark combines deep expertise with a commitment to mentoring the next generation of scientists.
