He holds a Master of Science (MSc.) in International Development: Globalization Trade and Industry from the University of Manchester, U.K., and a Masters in Project Management (MPM) from the University for International Cooperation in Costa Rica.

  Carla Vaccaro is an Assistant Manager in the Supervision Department at the Central Bank of Belize (Central Bank), where she leads efforts in Payment System Oversight and Development. Carla brings extensive expertise in financial sector oversight and regulatory compliance. She holds a Bachelor of Science in Accounting from the University of Belize and is a Certified Anti-Money Laundering Specialist (CAMS). Carla plays a pivotal role in advancing Belize’s financial infrastructure and is actively involved in the Central Bank’s Expansion of Digital Financial Services Project, which includes the implementation of an instant payment system, a key component of the country's efforts to modernize its payment ecosystem and promote financial inclusion. Her work supports the Central Bank’s mission to foster a secure, efficient, and inclusive financial system.
