Trecia McFoy serves as the Assistant Director of the Licensing and Authorizations Department. She assists with overseeing the Department’s licensing and registration processes to ensure integrity and compliance of financial services providers and securities market participants in the sector. She is committed to supporting the development of Belize’s financial services industry.
Hero is the current CEO of Finance Belize, the national agency mandated to promote the financial services sector in supporting its competitiveness and sustainable growth. Hero brings a wealth of experience in various managerial, technical and operational roles working in international development at the UN and IDB, as well as investment and trade promotion at BELTRAIDE. He holds a Master of Science (MSc.) in International Development: Globalization Trade and Industry from the University of Manchester, U.K., and a Masters in Project Management (MPM) from the University for International Cooperation in Costa Rica.
Carla Vaccaro is an Assistant Manager in the Supervision Department at the Central Bank of Belize (Central Bank), where she leads efforts in Payment System Oversight and Development. Carla brings extensive expertise in financial sector oversight and regulatory compliance. She holds a Bachelor of Science in Accounting from the University of Belize and is a Certified Anti-Money Laundering Specialist (CAMS). Carla plays a pivotal role in advancing Belize’s financial infrastructure and is actively involved in the Central Bank’s Expansion of Digital Financial Services Project, which includes the implementation of an instant payment system, a key component of the country's efforts to modernize its payment ecosystem and promote financial inclusion. Her work supports the Central Bank’s mission to foster a secure, efficient, and inclusive financial system.
Christopher McGann is the Managing Director of PPF Capital Belize Ltd. Mr. McGann has over 14 years of experience in Belize’s business and financial services sector. He has worked in financial regulation, private banking, and energy. His areas of expertise include MSME capacity building, financial and economic analysis, green finance and risk management, and strategic planning. Mr.McGann holds a Bachelor’s Degree in International Financial Markets from Anglia Ruskin University, United Kingdom, and a Master’s Degree in International Banking and Financial Services from the University of Reading, United Kingdom.
He serves as the Director of the Licensing and Authorisation Department at the Financial Services Commission of Belize. In this role, he is dedicated to advancing the Commission’s function to promote and develop Belize as a leading financial services centre while protecting and enhancing Belize’s international reputation in the industry.
