The BCCAR is Belize’s business entity registry providing incorporation, registration, and post-registration services for Companies (including foreign companies), Business Names, Limited Liability Partnerships, International Trusts, International Foundations, and Non-Governmental Organizations & Non-Profit Organisations.
In July 2022, the Belize International Companies Affairs Registry (BICAR) and the Belize Companies and Corporate Affairs Registry (BCCAR) were merged and placed under the Financial Services Commission (FSC).

She’s a founding member of the Belize Companies and Corporate Affairs Registry’s Project Steering Committee, with a background as a Magistrate for the Government of Belize. Additionally, she is a practicing Attorney-at-Law and Notary Public.
Yuri has worked in the Business transformation field for the past 12 years, helping organizations to optimize, reform, and reach the next step on their journey. She does this by utilizing project management, change management, and business analytical tools and techniques ensuring clients receive the best value.
The Director of Compliance at the Financial Services Commission of Belize leads the Compliance Department in the regulation and supervision of licensees and registrants to ensure their compliance with the Commission’s rules, directives, regulations, and applicable legislation. A professional in the financial services industry for 30 years, she is a Certified Regulatory Anti-Money Laundering, Countering the Financing of Terrorism, Countering the Financing of Proliferation & Financial Crimes Professional, and a Certified Anti-Money Laundering Specialist.
Melissa Ferguson is a highly experienced professional with over 18 years legal experience in the public and private sectors. In the public sector Melissa worked for the Companies Office of Jamaica, the the regulatory body for companies and other business entities in Jamaica where she held progressive roles of Legal Officer, Business Registration Manager & Acting Deputy CEO. She is currently the principal and founder of Kavmel Consultants Limited, a company which specialises in corporate and regulatory compliance, training and development.
Mr. Gonzalez has led BCCAR for more than 20 years, guiding the transformation of its diverse registries, which include Business Names, Belize Companies, Limited Liability Partnerships, Limited Liability Companies, International Foundations and Trusts, and Non-Government and Non-Profit Organizations. He also serves on various technical steering committees, where he shares his expertise and insights on the critical role that a business registry plays in Belize's economy
The Financial Services Commission of Belize regulates and supervises non-bank financial services, including capital markets. Its mission: To protect investors; ensure fair, efficient, and transparent markets; reduce systemic risks and support the development of Belize's Financial Services industry.
