Following the first Balkan Law and Tech Summit 2019 on the 4th Industrial Revolution in the Region, organized by the European Law Observatory on New Technologies in Thessaloniki , Greece , we are looking forward to welcoming you to the 2021 virtual edition.
Co-organized by the European Law Observatory on New Technologies-ELONTech and the Internet of Things-IoT Council, this year's agenda will cover topics such as : the digitalization of Justice, AI and connectivity, the digital rights and innovation infrastructure strategy in Balkans, the 5G war.

BALKAN SUMMIT ON LAW AND TECH 2021: INNOVATION & DEMOCRACY in SE EUROPE
The digitalization of Justice and the indicators of the political and societal progress in the Region.
“We need more Europe”.
But where? In the popular big cities or the southeastern towns?
The EU digital revolution ship has sailed with the Balkans left behind in the quay.
Who is introducing the 4th Industrial Revolution to the Western Balkans, then?
As the world is shifting towards political systems that are techno-political (the term to use is Cyber-physical Systems), it reverts back to the bipolar order of the Cold War, not in terms of ideology but in terms of data strategies.
On the one hand the data hegemony of the large US companies, on the other hand the Chinese integration of infrastructure, services, applications with administrative management. The battlefield is the Balkans. In some countries we see the upper hand of GAFA and in others we see the influence of China.
In this virtual Summit we ask the question: Where is Europe? And what would the real purpose and direction be for the newest EU members?
EU is still the regulatory powerhouse of the world, but for how long if it is not coupled with infrastructural power and a real sense of mission?
We explore the level of digitalization of justice in the SE Europe and we try to measure the active influence of Europe Digital Market to Balkans.
In this seminar we want to map the current situation and raise the awareness of what geopolotical strategies are operating in what many consider to the Europe's backyard, in reality it's centre.

Maria Dymitruk – researcher at the University of Wroclaw, Faculty ofLaw, Administration and Economics. Since 2014 she has carried out research onthe use of artificial intelligence in law, e-justice and impact of technologyon law and administration of justice at the Research Centre on Legal andEconomic Issues of Electronic Communication. She has authored scientificpublications and presented papers at national and international scientificconferences. She has been involved in several national and internationalresearch projects (both as a project leader and a researcher). Michał Nowakowski, Ph.D. and attorney-at-law is a Head of NewTech @ NGL Advisory, Co-founder of CEforAI (company responsible for ethical #ai compliance) with expertise in AI and other #newtechnologies and the owner of www.finregtech.pl (blog about new technologies and regulation). He is also the author of the book ‘Fintech. Technology, Finance and Regulation. Practical guide for fintech sector’ and a member of the LegalTech Commission of Warsaw Bar Association. He is a leader of the Artificial Intelligence Working Group within the Prime Minister's Office in the area of law, ethics (vice) and financial sector (leader) as well as the external expert in the project for the development of the Fintech legal framework in Poland. He has also significant experience in the public sector, including the International Monetary Fund and the European Central Bank and Polish regulators for the financial sector. He holds a Ph.D. degree in the European Union and is the attorney-at-law. He is also a lecturer on postgraduate studies, including IT project management and new technologies in business projects. Big fan of artificial intelligence and new technologies. He poses basic skills in programming (Python).

Sofija is a project manager at BIRN Hub in Belgrade. She is responsible for planning, developing and implementing BIRN’s human rights reporting and monitoring projects. She is managing Regional Digital Rights Monitoring within BIRN’s Investigative Resource Desk – BIRD, while she also assists on the Reporting Democracy project.Since 2016, she had been working for the Youth Initiative for Human Rights as a Programme Coordinator, mainly engaged in human rights, transitional justice and democracy issues.She was awarded the Ledolomac human rights prize by Serbia’s Liberal Democratic Party in 2018, and received a Feminist Achievement Award for 2019 from BeFem, a Serbian feminist cultural centre.Sofija has a BA from the Faculty of Law at the University of Belgrade.She attended a Peace and Conflict Summer Program 2017 organised by the Rochester Institute of Technology, Kosovo
Andrej Petrovski , Director of Tech, SHARE foundation, Serbia
Andrej Petrovski is a Director of Tech/CERT at SHARE Foundation, based in Belgrade, Serbia, with a background of education in Software Engineering and Master Studies in Electronic Crime and Digital Forensics. He works on obtaining and analysis of evidence in cases of cybercrime that occur in the online media sphere. Also, he researches the impact of cyber attacks on the basic human rights in the digital environment, such as freedom of speech, freedom to access to knowledge and information and related rights. In the past year, he started researching Internet Cartography and Data within Share Lab, which is a part of Share Foundation that focuses on multidisciplinary research of metadata and the Internet.
Diana Popp , CEO, Smart Anything Everywhere, Romania
Diana Popp was a Counselor in the Chancellery of the Prime-Minister of Romania in 2016. She previously worked with EU Commission's DG CONNECT in Brussels; she is a facilitator for debates unlocking a cross-European dialogue focused on better policies and regulations involving all industries in the Digital Single Market. She is Co-founder and Vicepresident of SEE, an organization that acts as a catalyst for Romania's digital transformation both via grassroots and strategic/ policy oriented projects. In 2019 Diana became an IVLP Alumnus -- U.S. Department of State's premier professional exchange program).
Charalambos Tsekeris , Vice Chair, Hellenic National Commision for Bioethics and Technoethics, Greece
Prof. Charalambos Tsekeris is Research Fellow in Digital Sociology at the National Centre for Social Research (Athens, Greece), and Vice-President of the Hellenic National Commission for Bioethics and Technoethics. He is also Principal Investigator and Coordinator of the World Internet Project-Greece, Professor Extraordinary at the School of Public Leadership, Stellenbosch University, and Academic Associate at the Anti-Corruption Centre for Education and Research, Stellenbosch University. He actively collaborates with the University of Athens, Panteion University and the University of the Peloponnese, and has authored more than 120 scholarly papers and one book from the Academy of Athens (also edited 3 books from Routledge). His current research involves the power of digital and biotech ethics, as well as the dynamics of the internet and e-economy in Greece and Europe, including strategic foresight and futures perspectives. He is a full member of the National Commission for Human Rights, and of the Multistakeholder Committee of the Internet Governance Forum Greece.
Sima Baktas, Attorney at law/ Founder GlobalB
Sima Baktas is an attorney-at-law who is graduated from Bahcesehir University Faculty of Law and completed her undergraduate studies at Anadolu University in Public Administration at the same time. Afterward, Baktas studied American Law at Fordham University in New York. Baktas actively works in the IT law area, especially with cryptocurrencies and blockchain projects (ICO, DEFI, NFT, etc.). She has received entrepreneurship awards from many institutions, including Bahcesehir University, Marmara University, and The World Bank. Currently, Baktas continues to work in the fields of both attorneyship and training with national and international collaborations within the scope of GlobalB Law Firm and GlobalB Company that she has founded. Assoc. Prof. Martin Zahariev, PhD is a Senior Associate at Dimitrov, Petrov & Co. He is a promising young practitioner, specialising in the areas of privacy and data protection, intellectual property, life sciences, labour law and commercial arbitration. Assoc. Prof. Zahariev graduated with honours from Sofia University St. Kliment Ohridski, Faculty of Law (LL.M.) and obtained his PhD degree from the University of Library Studies and Information Technologies (ULSIT), Sofia with dissertation on automated data profiling and GDPR. Assoc. Prof. Zahariev is also a leading legal expert at the Law and Internet Foundation where he has participated as a researcher and trainer in several cross-border scientific projects, including as a data protection officer in one of them. Assoc. Prof. Zahariev is the author of two monographs in the field of personal data protection – Automated Profiling and the Personal Data Protection. Analysis of GDPR (2018), in Bulgarian – the first monograph on the topic in Bulgaria, and “Data Protection in Commercial Arbitration: In the Light of GDPR” (2019), in English, of the student book Regime of Information: Nature and significance of information. Personal data protection. Sample tests (2020), in Bulgarian, as well as numerous articles, book chapters and analyzes in the field of personal data protection, ICT law, commercial arbitration, labor and commercial law which are published in arbitration, data protection and privacy blogs (including Kluwer Arbitration Blog), collections, local and international business and scientific journals. Prof. Zahariev is recommended by Who’s Who Legal in the area of Data Privacy and Protection.He is a university lecturer at ULSIT and Sofia University St. Kliment Ohridski in different disciplines related to ICT law, data protection and basics of law and a guest lecturer on Privacy & Data Protection in Stockholm University, the American University in Bulgaria, the Technical University of Sofia and the University of Plovdiv “Paisii Hilendarski. Assoc. Prof. Zahariev is a contributor to the Austrian Yearbook on International Arbitration and co-organiser of various ICC Young Arbitration Forum events in the SEE region. Assoc. Dr. Charis Savvides is an experienced corporate lawyer, partner at Stelios Americanos & Co LLC, and law lecturer at the Department of Digital Innovation of the University of Nicosia. He has both extensive practical and teaching experience in Corporate, Competition and Financial law, as well as several regulatory aspects of cryptocurrencies and asset tokenization projects. Dr. Savvides obtained his law degree from the National and Kapodistrian University of Athens in 2005 and continued his postgraduate studies in the United Kingdom, with emphasis on International and European Business Law, obtaining his LL.M in International Commercial Law from the University of Nottingham and his PhD in Law from the University of Sheffield. His doctoral thesis was on competition law and more specifically on the EU regulatory framework on state aids to firms in difficulty. He is Head of three Departments of Stelios Americanos & Co LLC, namely: (i) Financial & Investment Regulatory Compliance, (ii) Restructuring, Receivership & Liquidation, and (iii) Innovation & Blockchain.
Dr Savvides is regular speaker at professional seminars and conferences, where he shares his knowledge and experience about the regulatory status and trends in the fields of Investment Funds and Cryptocurrencies. Stefanos Vitoratos, Co-Founder HOMO DIGITALIS, partner @ DLE
Stefanos is specialising in Data Protection, Cybersecurity and Ethical AI. He is a Partner at Digital Law Experts (DLE), a niche law-firm based in Athens, Greece ,with resolute focus on law and new technologies, and also one of the co-founders of Homo Digitalis, the first CSO in Greece about digital rights. Stefanos has great expertise on technology regulation issues, having led many personal data compliance projects in Greece and having significantly contributed to the drafting of the national Cybersecurity legislation. He has previously worked as a consultant for distinguished firms in Greece, as well as for the Greek Delegation to NATO. He holds an LL.B. from the Law School of National and Kapodistrian University of Athens, an LL.M. from City, University of London and an M.A. from Panteion University of Social and Political Sciences, Athens. Bernhard Fabianek, Senior Expert, European Commission
Bernhard Fabianek joined the European Commission, Brussels, Belgium, in 1996. At the Information Society and Media Directorate-General he worked in the areas of photonic technologies, high-speed networking, GÉANT and e-Infrastructures.
His responsibilities included the supervision of industrial research on IPv6, the coordination of support to the GÉANT communication infrastructure fostering the establishment of the world leading European research network and its global partners. The Global Virtual Research Communities concept was developed and implemented under his leadership. He was responsible for the area of High Performance Computing – the PRACE initiative - facilitating the creation of a pan-European high performance computing infrastructure. He has been the principal author of the Communication to the Council and European Parliament "High-Performance Computing: Europe's place in a global race" (COM(2012) 45). Since 2012 he is with the Research and Innovation Directorate-General of the European Commission. He coordinated the developments in the area of Physical Sciences and Engineering. His excellent relations with stakeholders around the globe enabled him to develop Science Diplomacy efforts such as the synchrotron facility SESAME in the Middle-East. In the Directorate for International Cooperation he was responsible for relations with the Enlargement Countries. Since 2020 he is Senior Expert for the Western Balkans in the Horizon Europe Association unit.

Nicolas Miailhe,Co-Founder The Future Society
Nicolas Miailhe co-founded The Future Society (TFS) in 2014 and originally incubated it at the Harvard Kennedy School of Government. Incorporated as a nonprofit, TFS is an independent think tank specialized in questions of impact and governance of Artificial Intelligence. A recognized strategist, thought-leader, and implementer, Nicolas has lectured around the world, and advises governments, international organizations, philanthropies, and multinationals. Mantalena Kaili is a Policy Advisor for Private/Public Sector Initiatives and an Accredited Mediator, based in Athens. Her LLM is specialization in International Commercial and Maritime Law, from the City Law School in London.
She is also the Co-founder of MADE GROUP, a non-Profit civil Company registered at Athens Chamber of Commerce. MADE is a platform that initiates and manages projects of social innovation and creative synergies, in EU and globally.
