This iDeaS session will explore how the year 2026 is shaping up to be a decisive moment for the consolidation of the European Defence Technological and Industrial Base (EDTIB). With accelerating EU initiatives (EUDIS, ASAP, EDIP, STEP), increased emphasis on industrial ramp-up, and deeper supply-chain integration, understanding the state of European cooperation is essential.
This session provides a combined institutional – analytical – industrial perspective on recent advancements and the remaining obstacles to strengthening Europe’s defence industrial ecosystem.

Dr. Baudouin Heuninckx Acting Director for Industry, Synergies and Enablers @ European Defence AgencyG
Baudouin Heuninckx, PhD, DSc, is a Chartered Procurement and Supply Professional (MCIPS) and Deputy Director for Industry, Synergies and Enablers at the European Defence Agency (EDA), where he is responsible for industry strategy and EU policies. He has held several senior positions within the Belgian Armed Forces, including Deputy National Armaments Director and senior legal counsel for procurement. He previously worked on the A400M military transport aircraft programme for OCCAR. An academic, he teaches public procurement law and management. A former Chairman of the Belgian Interfederal Public Procurement Commission, he has authored numerous books and articles on public procurement, particularly in defence and security.
