Earlier this year the unique circumstances created by COVID-19 saw the Secretary of State for Transport actively discouraging commuters from using public transport. Social distancing and the requirement to wear a mask when travelling introduced further potential disincentives to the public when considering alternatives to the private car.
At the same time, the enforced shift to working from home for a large section of the workforce has reduced the volume of passengers using rush-hour buses, trains and underground services, perhaps permanently.
