Over the past decades, the PNT defence community has focused on GNSS user-segment hardening, inertial navigation performance, and the exploration of alternative PNT solutions. Today, the operational reality of contested electromagnetic and space environments requires a shift toward resilient, multi-layered PNT architecture, directly supporting land operations and European strategic autonomy.
This session will explore how space-based research, European institutional initiatives, and industrial capabilities are converging toward real operational PNT solutions for land forces.

Maxime Gorlier is Director of the One PNT Business Unit at Safran Electronics & Defense, where he leads the development of resilient Positioning, Navigation and Timing (PNT) solutions for both civilian and defense applications. Trained as an engineer, he has strong expertise in critical navigation and timing technologies, particularly in constrained or contested environments. At Safran, he supports innovation and the structuring of offerings that address today’s strategic PNT challenges and the navigation requirements of tomorrow.
He is a Lecturer in Space Economy, Policy and Security at the University of Leicester and an Associate Fellow at the Academy of International Affairs NRW. He leads the Peace, Security and Governance strand at the Leverhulme Centre for Humanity and Space and sits on the board of the Spanish Association for Aeronautical and Space Law (AEDAE). He contributes actively to European space policy through the NEST network. Previously, he served as Scientific Project Lead at Capgemini Engineering and was a member of the European Commission’s EEAS Space Task Force. He holds a PhD in Aerospace Manufacturing from Cranfield University (with Airbus) and studied at Sciences Po and the Polytechnic University of Valencia.
