BG Hubert DOUTAUD joined the French Army in 1989 through Saint-Cyr, choosing Infantry and later Army Aviation. After training as a helicopter pilot, he commanded attack helicopter squadrons and deployed twice to Bosnia. He went on to serve at NATO ACT in Norfolk, at the French War College, and in multiple leadership roles within ALAT, including training director and head of human resources. From 2019 to 2022 he was Deputy Commander of the 4th Airmobile Brigade, deploying to Mali as senior advisor. He later served as Chief of Staff of the Army Aviation Command (2022–2024). Promoted Brigadier in 2024, he is now Deputy Commander of ALAT, shaping the future of French Army Aviation.
MG l David Hafner joined the Australian Army in 1991, and was commissioned into the Australian Army Aviation Corps. Over the course of his career, he has fulfilled a variety of command, staff and flying appointments at Squadron, Regiment and Brigade level. Major General Hafner’s overseas operational service has included deployments to Timor Leste, the Solomon Islands, Pakistan, Afghanistan and Iraq. He has also been involved in numerous domestic relief efforts including cyclone, flood and bushfire responses. Major General Hafner is a graduate of the Australian Defence Force Academy, the Royal Military College – Duntroon, the Defence Services Staff College India, and a distinguished graduate of the United States Army War College. In November 2024, Major General Hafner assumed command of the Australian Army’s Aviation Command.
Doctor Elena DAVLIKANOVA is an expert in democratic governance, security policy, and strategic foresight, focusing on Ukraine and Russia. She serves as a Senior Fellow at the Sahaidachny Security Center and was a Senior Fellow with the CEPA, as well as the Program Manager for the Friedrich Ebert Foundation in Ukraine. Dr. Davlikanova holds a Ph.D. in management from the Sumy State University. She co-authored CEPA’s report Containing Russia, Securing Europe and contributed to foresight projects including Scenarios: Ukraine 2032 and Scenarios: Russia 2032. In 2022, she led experts to compile a book "100 Stories of Women and Girls from Russia’s War against Ukraine" and "Understanding Ukraine: The Battle of Narratives". Her research addresses socio-political and security challenges amid Russian aggression, providing evidence-based insights to policymakers and global audiences. She has also published analytical pieces with various editions.
