    Louise Horton is an experienced policy professional, currently shaping NCC Group's engagement with government, regulators and key policy influencers. She joined NCC Group from the UK Cabinet Office, where she spent almost a decade leading cross-government policy and, most recently, leading national cyber resilience strategy: advising ministers and translating technical complexity into meaningful policy impact.

He works at the intersection of cybersecurity, regulation and organisational change, helping organisations translate evolving policy and regulatory requirements into practical, sustainable action. He brings a hands-on, problem-solving approach to complex cyber challenges, combining strategic insight with technical understanding to support resilience and drive meaningful transformation in a rapidly changing policy landscape.

    Josh Kolleda Practice Director of Transport Assurance @ NCC Group

    Josh Kolleda brings 16 years of experience in the private, public, and defense sectors. He focuses on cyber security consulting capabilities across all of NCC Group’s services for companies in the transportation sector (automotive, maritime, aerospace, rail). He has worked with entities throughout the automotive and roadside infrastructure ecosystem, such as large OEMs, suppliers, standards bodies, infrastructure owner-operators, state and local governments, and federal regulators. Josh's background as a former US Army officer specializing in transportation/logistics teams adds a unique perspective to his work. He also has a master’s degree in Transportation Policy, Operations, and Logistics and holds CISSP and PMP certifications.
