The year 2019 has impacted the cosmetics industry with 2 major news items: the Omnibus regulation and Brexit.
In January, the European Commission adopted a first version of the "Omnibus" regulation. It makes it possible to put an end to the legal uncertainty about the status, in cosmetics, of certain substances classified as CMR in the CLP Regulation. More than 228 substances, already classified as CMR, and which have not received a positive opinion from the SCCS (Scientific Committee on Consumer Safety) since 2010, have been included in Annexes II and III of the Cosmetic Regulation. The regulations will be updated annually to add new substances.
Brexit, still under discussion, plays a role in the strategy that manufacturers in the sector must implement. Although not all the ins and outs are yet well defined, it has an impact on the supply chain, which must anticipate all scenarios. In the face of uncertainty, it is even strongly recommended to prepare for the worst.
