When Space Goes Dark: The New Frontline of Strategic Paralysis

🛰️This iDeaS session will explore how space has become the invisible backbone of modern warfare – and one of its most vulnerable domains. As NATO and the EU deepen cooperation on satellite navigation, communications, and intelligence, adversaries are increasingly targeting these assets through jamming, cyberattacks, and orbital disruption. With the militarisation of space accelerating and legal frameworks lagging behind, the risk of strategic paralysis from sustained PNT or SATCOM disruption is real and immediate. The growing role of commercial satellite operators and public-private partnerships adds both opportunity and complexity to Allied resilience.

Emerging capabilities such as quantum-secure communications and orbital cybersecurity offer promise, but only if they are effectively integrated into resilient, multi-layered architectures. Given the expanding counterspace threat – from China’s advanced programmes in the Indo-Pacific to intensified GNSS and SATCOM interference in the Gulf – this panel explores how NATO–EU coordination, together with global partners, can protect critical space infrastructure and preserve deterrence, command continuity, and operational resilience.

    Major General Bill Hix’s 37-year career in the U.S. Army spans leadership in infantry, Special Forces, and joint/combined commands across Asia and the Middle East. His assignments include Combined Forces Command Korea, Multinational Forces–Iraq, ISAF Joint Command, and the Joint Staff. He played major roles in major U.S. military transformation efforts, from Force XXI to the establishment of Army Futures Command, shaping one of the most significant modernisation shifts in decades. He now advises defence, technology, and security organisations, offering deep insight into innovation and the future of conflict.

    LTG (RET) Lance Landrum President @ Team Landrum Advising & Consulting LLC

    Lieutenant General Lance Landrum served more than 31 years in the U.S. Air Force, developing deep expertise in joint and combined operations, ISR, and capability development. As NATO’s Deputy Chair of the Military Committee, he played a vital role in shaping Allied consensus during a period of heightened geopolitical tension. He previously served as Director of Operations at U.S. European Command and as Deputy Director for Requirements and Capability Development on the Joint Staff, where he helped validate service-led capability programmes against joint requirements. He now leads Team Landrum Advising & Consulting LLC and serves as a Senior Fellow at the Centre for European Policy Analysis.

    Juliana Suess Associate @ German Institute for International and Security Affairs (SWP)

    Juliana Suess is an Associate at the German Institute for International and Security Affairs (SWP), specialising in space security, deterrence, and arms control. She is a PhD candidate in War Studies at King’s College London and host of the War in Space podcast. Previously, she served as Research Fellow for Space Security at RUSI, where she remains an Associate Fellow. Her work brings rigorous analysis of emerging space

    MG (RET) Gordon "Skip" Davis Center for European Policy Analysis

    Skip is a Senior Fellow at the Center for European Policy Analysis, a Board Director of The Olmsted Foundation, and a defence consultant. He most recently served as NATO Deputy Assistant Secretary General for Defence Investment. Prior to NATO, he completed 37 years of service in the U.S. Army, retiring as a Major General. A distinguished graduate of West Point, he was commissioned in the infantry and commanded airborne, light, and mechanized infantry units in the U.S. and Europe. He deployed on operations with U.S., Italian, NATO, and UN forces across Europe, Africa, the Middle East, and Central Asia. His senior roles included Director of Operations (J3) at U.S. European Command, Commander of the Combined Security Transition Command–Afghanistan, and Director of Operations and Intelligence for Allied Command Operations. He holds degrees in nuclear physics, international business, defence, and strategic studies, and is fluent in French and Italian.
