COL DEVIGNE, a Saint-Cyr military academy graduate, served for 30 years, commanding at various levels in national and NATO HQ. He led units at OMLT, company, and battalion levels and served as Branch head. His assignments included roles in the EU French Rep in NATO Joint Force Command, Education and Training Headquarters, and positions within Mountain Brigade and Battalions. Deployed for training in Norway, Africa, French Guyana, Djibouti, Kosovo, Baltic states, & Afghanistan (4 times), he notably served as Chief of Staff of the French infantry mountain brigade. In the planning and ops center, he was deputy for effect, overseeing strategic anticipation, non-kinetic effect integration, and interagency StratCom coordination. He holds 3 master's degrees in defense economy & strategy and management from the War School, along with a leadership certificate from the school of Chamonix. He graduated from the College of Information & Cyberspace at the National Defense University, Washington DC
Michael SHURKIN, based in Washington, DC, is a consultant and Senior Fellow at the Atlantic Council. He served as a political analyst at the Central Intelligence Agency and was a Senior Political Scientist at the RAND Corporation. He has written on French and other European military policy and structure as well as the broader topic of the future of warfare and the lessons of the Ukraine War. He holds a Ph.D. from Yale University, a BA from Stanford University, and studied at the Ecole des Hautes Études en Sciences Sociales
LCL COOPER has a long experience in several positions within the Logistics Corps including: Maintenance Control Officer and Company Executive Officer (Ft Huachuca, AZ), Aide-de-Camp to the Army Material Command Southwest Asia Commanding General/Third Army G4 in support of Operation Iraqi Freedom 06-07 (Kuwait), Logistics Advisor for a Military Transition Team Operation Iraqi Freedom 08-09 supporting the Federal Iraqi Police (Iraq), Battalion Operations Officer and 32 months of Company Command (GA), Contracting/ Resource Manager in support of Operation Enduring Freedom (Afghanistan). Brigade Logistic Support Team Chief and the Battalion Executive Officer for the Army Field Support Battalion- Hawaii (HI), 8th Theater Sustainment Command G3 Chief of Operations), Army Fellow for the Association of the U.S. Army Talent Management Task Force (Washington DC).
