The EU is currently undergoing a major policy shift, moving away from the unconditional opening up of markets towards a framework based on industrial sovereignty. The Industrial Accelerator Act (IAA) aims to increase the share of manufacturing to 20% of EU GDP, and the Commission’s revision of the public procurement framework, which could take crucial decisions on favouring domestic production, is due imminently. This debate is dividing the EU’s 27 members with fundamental technical and ideological questions.
