Ecosystem dynamics and collaborative work: how can we work together on a national scale for the "cybersecurity common needs"? Differing perspectives and feedback from France and the Netherlands.

Throughout Europe, cybersecurity ecosystems are being structured at national level around federating projects in an attempt to provide concrete answers to common, widely shared problems. Building a trusted digital space and meeting the challenge of the cyber resilience of our organisations thus involves every player in the chain: national cybersecurity agencies, law enforcement agencies, large user companies, service or solution providers, innovation players, researchers, and ethical hackers.

In France, the Cyber Campus concretises this conviction by bringing together these different players in a single, emblematic location. But in addition to an operational place, the logic initiated by the Campus is above all that of collaborative work between all its members for the benefit of all: training, professions, knowledge of the threat, or even anticipation. As to the Netherlands, it has been developing for many years a first collective response to a much more operational problem affecting all organisations: vulnerabilities. Through their national "Coordinated Vulnerability Disclosure" (CVD) programme, the individual work of a player strengthens the security of everyone.

How can we define a "common need" for cybersecurity and make it a shared consensus? What are the limits in the collaborative approach with players that have sometimes antagonistic cultures? Can the Dutch CVD approach inspire the work of the Cyber Campus? What feedback can be drawn from it? Conversely, can the French dynamic echo Dutch reflections?
