Oregon OSHA adopted changes to the Division 1 penalty structure and scheduling of comprehensive inspections in response to SB 592. This presentation will provide an overview of SB 592, the resulting changes to the Oregon Safe Employment Act (OSEA), the changes in civil penalties associated with violation of Oregon OSHA regulations as well as the four triggers for the new ‘Comprehensive Inspection for Cause’ type inspection.

Bryon Snapp is the Statewide Safety Enforcement manager for Oregon OSHA. He joined Oregon OSHA as a Technical Safety Specialist in the Standards & Appeals section in January 2014 and moved into his current enforcement program manager position in September 2017. Prior to working with Oregon OSHA, Bryon spent seventeen years as a private regulatory consultant in Salem Oregon, serving clients in five western states. Bryon graduated with a Bachelor’s of Science in Environmental Health and Safety from Oregon State University in 1996 and has been a member of the American Society of Safety Professionals since 2001 where he is an active planning member for the Santiam Section of the Columbia Willamette Chapter. Bryon currently holds both the Associate Safety Professional (ASP) and Certified Safety Professional (CSP) certifications through the Board of Certified Safety Professionals.
