The Leasehold and Freehold Reform Act was given royal assent on 24 May 2024 as part of the two-day rush at the end of last week to pass draft legislation or lose it with the announcement of the general election.
The government had to focus on what had a good prospect of passing through the legislative procedure (with the agreement of the Opposition) in the short timeframe. The rest was sacrificed.
The Act aims to improve the rights of residential long leaseholders of houses and flats in England and Wales – but it was rushed through at the very end and so was not subject to the usual parliamentary scrutiny. So, has it been well drafted or will it cause confusion?
This last-minute rush caught many in the profession on the hop, but we have residential Surveyor and Valuer Joe Arnold of Arnold and Baldwin, leasehold expert and a member of the RICS Valuation Professional Group Panel to go through what is in the act, what is out, and how he thinks it will impact leasehold enfranchisement etc.
