The offshore wind pipeline keeps expanding, but not every project will make it to installation. As developers face rising costs, vessel bottlenecks, and political uncertainty, understanding which projects are truly materialising becomes essential to anticipate the next decade of activity.

Offshore wind cancellations have risen dramatically in the past three years. Since 2019, 164 projects, representing nearly 190 GW of potential capacity, have been suspended. The pace of cancellations has accelerated sharply: from almost none in 2020–2021, to a spike in 2022, and 47 projects already cancelled in 2025 so far. Both early-stage and shovel-ready projects are being hit, reshaping the future supply outlook.
