Regulators will need to support the cost-effective delivery of hydrogen by ensuring the right pipelines are delivered, in the right places, and that they can be accessed by those who need them.
The extent of the investment required will depend on the feasibility and cost of re-purposing existing gas infrastructure for hydrogen. But any investment will necessarily take place before any hydrogen grid users can start paying for it. Given this, achieving the transition will likely require a different regulatory approach to that currently used for electricity and gas infrastructure.
