Functionality & benefits of a crediting system for renewable fuels in road transport

The current EU legislative framework for emission standards focuses on tailpipe emissions and does not differentiate between fossil and renewable and low-carbon fuels. The European Commission is currently revising the Regulation setting CO2 emission standards for new cars and vans. As part of this revision, the European Commission has launched a public consultation, open until Friday 5th February 2021. In this consultation the Commission is asking if “a mechanism should be introduced in the CO2 emission standards for cars and vans so that compliance assessment for each manufacturer takes into account the contribution of renewable and low carbon fuels”. A crediting system – bridging the gap between the fuel sector and the “tank-to-wheel” regulation of vehicles – would be a first step towards a more holistic system as it links climate protection efforts by fuel suppliers and car manufacturers.


In May 2020, Frontier Economics proposed this kind of a crediting system in a study on behalf of the German Federal Ministry for Economic Affairs and Energy (BMWi).


Just recently, Frontier Economics has been working on a second study that explains

· how such a crediting system for renewable fuels could work in practice

· what the benefits for different stakeholders and for the environment would be
