Chloé is an economic consultant with over 10 years of experience, specialising in energy regulation and market design. She has advised network operators and regulators to define regulatory frameworks, including incentives, depreciation methods, remuneration rates and tariff structures. In particular, she helps stakeholders adapt regulatory frameworks so that they support the energy transition. This involves identifying the current and future challenges for energy networks (gas and electricity but also new vectors such as hydrogen or CO2) and the ways in which regulation can best alleviate those challenges. She’s also worked on market design issues especially in the electricity sector, for example in the balancing and capacity markets.
David is a Consultant based in Frontier’s Madrid office with experience across the energy sector. Since joining Frontier in 2014, he has supported gas and electricity transmission and distribution companies in Spain, the UK, Europe, and Latin America. His work spans regulatory and commercial assessments in the context of regulatory reviews, litigation, and due diligence. David holds an MSc in Economic Policy from Utrecht University and a BSc in Economics from Pompeu Fabra University.
Luke is an Energy Manager in Frontier's London office and has 15 years of experience as an economist specialising in the energy sector. He has worked across the value chain in both gas and electricity markets and has particular experience of advising regulators, system operators, retailers and generators on GB network charging arrangements and market design.
With over 15 years of experience, Aria advises energy companies and regulators on regulatory design, cost of capital, quality regulation, and efficiency benchmarking. Aria recently led Frontier’s work for the German Bundesnetzagentur on setting the cost of equity for gas and electricity networks and the cost of capital for railway infrastructure. He has also advised E-Control and ILR on cost of capital and previously worked in E-Control’s tariff department. Aria re-joined Frontier in 2020 after serving as Head of Energy Economics and Marketing at Verbund Trading. His earlier roles include strategy and corporate development at VERBUND and incentive regulation design at E-Control. He combines deep regulatory insight with hands-on industry experience. Aria holds a PhD in Economics and diplomas in both Economics and Law from the University of Vienna.
